This document provides a set of scenarios and use cases that will aid the OBF in the development of standards between Operators in the NGN environment. The focus of this document is on ordering impacts for layers 3 (IP) and 5 (application, e.g., SIP). It assumed, unless otherwise stated, that existing methods will continue to be used to address layers 1-2 connectivity.
