This Technical Report addresses metrics characterizing expected timing performance for synchronization transport over packet networks using protocol layer methods. More specifically, it addresses the quantitative analysis of packet delay variation and its effect on the distribution of timing (time and/or frequency) in a packet-switched network. Multiple packet timing metrics are defined and discussed along with material providing a mathematical foundation.
