This Technical Report addresses the growing concerns from the telecommunications community about the reliability/availability of IP-based telecommunications networks, including the services provided under failure conditions. It is intended to provide a framework for designing and operating IP-based telecommunications networks that meet expectations regarding network reliability and service availability.
