This document provides an interoperability specification for a RAN that supports WPS. This document contains additions to message procedures and formats defined in [1] and [2] necessary to obtain this inter operability.

This document defines mechanisms to provide priority treatment to NS/EP calls so as to increase the probability of an NS/EP call origination or termination to proceed at times of congestion in the signaling access network. The scope of these mechanisms is to provide priority treatment for:

a) NS/EP call setup messaging over the Reverse Access (RACH) and Paging (PCH) Channels, and

b) NS/EP call setup message processing during real-time processing overload.

Purpose

The purpose of this document is to provide a set of deltas to [1] and [2] interface protocols and procedures to support WPS within the Radio Access Network (RAN).
